The owner of this bicycle got creative, and chained it to a 'short' handicap sign and an alloy car wheel thinking that it would be difficult to lift the bike and chain over the handicap sign to steal the bike. Not the worst idea, except that a cheap chain was used that can easily be cut with a cheap hand tool in 2 seconds. And of course you'd need to carry around an alloy wheel...
